She apparently started to get ready for a pool party but had a little trouble getting that swim suit past those curly locks. But hey, it makes a great hat! Might as well go with the flow and make the best out of the situation, that's my girl.
And on an unrelated side note: humpback whales are now called "happy-back whales". Just so you know. I think it's a change for the better. Maybe Margaret has a future calling in naming new animal species.
